It is a fashion, but not exactly a new invention. I’ve seen the combination of odd jacket and shorts on fashion plates from the 1930s.
The Pitti Uomo fair last week demonstrated different takes on it. Personally, I favor a conservative approach like a blue blazer and cream white shorts similar to the arrangement from d’Avenza on the lower photo. It maintains an illusion of elegance.

I like the madras jacket and navy shorts but I am puzzled by Mr Flusser’s red loafers.
Well there goes what little credibility Flusser had left. The young man he is with looks terribly dull and looks more like a US politician than someone in fashion.
